If you've purchased the game and you have it installed, you can download the standalone launcher for Minecraft here. It will update your game files with the most recent version. If you have been online at least once in the last 24 hours, you will be able to play Minecraft for Windows without an Internet connection. Minecraft for Windows

Download KN Launcher v1.404 (1) (1).jar. If you are given the option to save the file, do so instead of running it. Save the file wherever you'd like, then double-click the program to start.

If you're running on Windows and just want to set up a server easily, download minecraft_server.1.7.10.exe and run it. It's more complicated to run the server on an alternative OS or with no GUI. This tutorial is available here. First, ensure that you can use Java via the command line. On Linux and Mac OS X this should already be in place, however on Windows you might need to tinker with the PATH environment variable. Download and run minecraft_server.1.7.10.jar with java -Xmx1024M -Xms1024M -jar minecraft_server.jar nogui.
